On February 28, 2024, the United States Citizenship and Immigration Services (USCIS) sent an email reminder that the myUSCIS organizational account had been activated. Friends who follow our account should know that there are several major changes in the H-1B lottery this year.

Here is an overview of some groundbreaking policies:

Create an employer account:

On February 28, 2024, USCIS launched a new myUSCIS organizational account. The account will allow multiple people within an organization and their legal representatives to collaborate and prepare for H-1B registration, petition and premium processing services to make the H-1B application process more efficient and reduce errors. Starting in March 2024, a new organizational account will be required to participate in the H-1B electronic registration process.

Account migration:

For legal representatives undergoing account migration while logging into an online account on or after February 14, 2024, USCIS is working quickly to address any technical issues that may arise, including the impact on cases other than H-1B petitions. If you previously had issues logging into your online account after migration, please log in again to see if the ongoing technical fix has resolved your issue. For information and resources on frequently asked questions about organizational accounts, follow us for continued updates.

Electronic application:

The new policy will gradually enable H-1B visa applications to be processed electronically from electronic registration to post-successful applications and expedited service applications. In March, USCIS will launch online submission of Form I-129 and related Form I-907 for non-capped H-1B applications. On April 1, USCIS will begin accepting online submissions of H-1B cap applications and related Form I-907 from applicants who have chosen to register. This initiative will greatly improve the efficiency of application and approval and reduce duplicate H-1B registrations and other common errors.

Change of document submission location:

With the implementation of electronic applications, USCIS plans to change the paper submission location of H-1B applications from the USCIS local office to the USCIS lockbox collection center to reduce internal operating costs and optimize resource allocation.

Reform of the lottery system:

The Immigration Bureau has clearly canceled the "multiple draws for one person", and the final probability of winning is the same as that of other draws. It means drawing lots based on the head count, not the number of offers. This strengthened supervision mechanism is a major benefit for most people, especially our international students with F1 visas. Beginning with the FY 2025 initial enrollment period, USCIS will require registrants to provide valid passport information or valid travel document information for each beneficiary. The passport or travel document provided must be the passport or travel document that the beneficiary intends to use to enter the United States after obtaining the H-1B visa or while abroad. Only one passport or travel document can be used for registration per beneficiary.

Registration time:

The initial registration period for the FY 2025 H-1B cap will begin at noon Eastern Time on March 6, 2024, and will last until noon Eastern Time on March 22, 2024.

Cost:

From March 6 to March 22, potential applicants and their representatives (if applicable) must electronically register each beneficiary for the selection process using a USCIS online account and pay a $10 registration fee for each beneficiary.
